二、论坛采用审核制，成员发布的贴子需经版主或管理员审核后方能显示。对违反论坛守则的贴子，版主及管理员有权删除，不需告知作者；对贴子中含有部分不雅内容的，版主及管理员有权修改后再审核；对主题与版块无关的贴子，版主及管理员有权将其转移到其它版块。
三、请勿以党和国家领导人或其他名人的真实姓名、字号、艺名、笔名；国家机构或其他机构的名称；其他网友之名相近、相仿的名字；易产生歧义、引起他人误解之名字；图形符号名字等注册网名。严禁取低级下流、侮辱公众、攻击个人和团体以及让其他论坛用户感到不舒服的网名。
四、论坛成员之间应本着真诚友善，互相尊重的原则，对自己的言论和行为负责，注意语言文明，严禁污言秽语。不得在论坛中对他人进行恶意的辱骂和攻击；不发布内容重复和空洞的帖子；不欢迎涉及敏感话题；对举报等问题可通过信访局或纪委向上级反映；相关问题请在相关版面发布；鼓励论坛成员多发布对家乡发展建设相关的建议、思考、讨论。论坛鼓励原创作品，不欢迎灌水，对灌水帖一律删除；对于转贴的文章，请尽可能注明原作者和出处；优秀的原创作品将由管理员收录到精华区。
五、论坛版主必须认真管理所负责的版面，及时审核、删除违反社区守则的内容。公平对待各个网友，不拉帮结派，不挟私报复。热情组织网友参与各项主题讨论，引导网友进行相关主题的深层次讨论。及时将本讨论区的优秀文章提交精华区。及时向社区管理员报告问题和提出建议。
六、论坛成员发布的文章仅代表作者本人观点，与“潜龙网”立场无关；文章的版权归“潜龙网”及原作者共同所有。
附、关于灌水帖和无意义帖子的定义：
1、无意义贴

2、严重偏离主题的回复贴
3、无聊回复
某些人为了盲目追求帖子数目，不管什么帖子都回复一翻，但一看回复的内容无非也就是“呵呵~”“哈哈”等无聊字眼，或者有些为自己灌了一整版，此类帖子一律删除。如：哈哈，好，哦，路过，ttt顶，UP，强等等！
4、刷屏
同一天或短时间内恶意连续发贴或回复达到数十贴，甚至数页。
5、不要恶意考古
有些人用温故而知新来为自己辩解，但别忘了你考古顶帖的同时却妨碍了别人看新帖。教你一个方法，可以看但不要顶.如果你实在忍不住要对别人的进行教肓，一帖二帖的可以，太多了就要视为恶意考古了。
